If you can manage it-offer to work as an intern without pay for a month or two and see where that gets you.
You might also apply to any and all city or state government posiitons. The idea is to get your foot in the door.
Also, you might consider law school. A firm might be intrigued that yo uare starting as a paralegal but will continue to study to get your JD.
